I finally gave up and did a repair reinstall of Windows from the Windows CD -- not the full install, but a repair install which keeps the installed software etc. solved sfc /scannow reports unfixable errors solved SFC /scannow Found Errors but could not fix some Corrupted files solved Windows 10 SFC /SCANNOW Error that I Don't Know How to Fix I'll have to try it. It might also help if the protected system files and folders are unhidden in the Tools>Folder Options>View menu before you restart and boot from a CD.
