The point of all that is that when a program is installed, it needs to decide where to put its information: either in "all users", or in a user specific section. Yeah, I know it doesn't make sense, but for some reason I've seen some very strange things happen in the start menu when different options are selected for showing administrative tools. where each 'Help' is from a different program.
